Presidential advisor Mehmet Uçum said that the principles of the constitution should be agreed upon before the elections, and the final document adopted subsequently through a referendum.
Presidential and parliamentary elections in Turkey could be held in March or April 2028, while the adoption of a completely new constitution is being considered for 2029, stated presidential advisor Mehmet Uçum, according to a report cited by B92.
Uçum said that political parties have about 18 months to agree on the basic principles of the new constitution, which should be harmonized before the elections, while the drafting of the final text, parliamentary procedure, and its adoption would follow after the electoral process.
The advisor particularly emphasized that citizens would have to confirm the new constitution in a referendum, even if the document had previously been supported by more than 400 parliamentarians. The text also states that the current constitution allows for two presidential terms, but leaves room for a new candidacy if parliament dissolves the elections during the second term with the support of at least 360 deputies.
Uçum assessed that the proposals for the new constitution he has seen do not foresee the abolition of presidential term limits and stated that the constitution should be the result of a broader social consensus, not just political negotiations.
